If you had an opportunity to start an advocacy organization what type you start?

I'd provide a free, safe place for kids to hang out after schools. I'd collaborate with local public schools and teachers to help kids that are slow for their level or that would benefit from extra, intense, one-on-one/two tutoring. It'd be a structured environment--certain time to do homework, play, and hang out. They'd earn points for doing certain things and there would a an end-of-the-week/month fun day for those who earn enough points.
