How do i start a children/families advocacy group?

I want to start an advocacy group for children and their families who are involved with childrens protective services. Many children sit in fostercare who dont need to be there,because there are family members who want them. Yet the CPS caseworkers will ignore or disregard those family members attempts at gaining custody of those children. I want to help change that!
