What are these (concrete pier block with bracket) for?

I just bought a house. In the backyard there are about 20 of these. I don't know if I should keep them, sell them, or put them up as "free stuff" on craiglist. Can somebody tell me what they are for? Below is the link to the Home Depot website where they are posted. Thanks!
