I'd like to create a professional rendering for a park not a drawing but to create with inserts?

In our community, we have been asked to submit ideas for park space along a section of our lake. I'd like to submit an idea for a handicap fishing pier with a gazebo at the end. I'd like to show the graphic with people and dogs, etc. Is their a site I can create this on?
